Observation

During the course of the complaint assessment, Licensor Isis-Smith determined there was enough information available to determine more likely than not a supervision violation occurred. Licensor Isis-Smith was informed by two separate sources the two children were engaged in wrestling behavior in which one of the children was grabbing the others genitals and were alos informed that one of the children involved had two other incidents of related inappropriate within the same time frame.
